Challenge:
Any user who has deposited 0.3 BTC can issue a challenge.
Case 1: If the Operator has acted dishonestly, the challenge is successful, the challenger seizes the Operator's deposit, and the reimbursement process fails.
Case 2: If the Operator has acted honestly, the challenge is fail, the challenger lost his 0.3 BTC to the Operator, and reimbursement is successfully completed after two weeks.
